| Contrary to the Naysayers, This Council is Moving Forward |

Contrary to the cries of doom and gloom being perpetuated by the
discontent of the community, this City Council is taking steps to
accomplishment. City Representative Cushing should be especially
singled-out for addressing infill development, not with rhetoric but
actual actions, something refreshing for El Paso. In today’s City
Council Agenda, item number 27B sets the ground work for infill
development in our community. Prior City Councils have paid lip service to infill development and somehow never accomplished anything. Infill development is basically the development of blighted properties within our community. These properties usually sit idle, not contributing to our tax base because the owners of the properties find themselves in a catch-22, where the property cannot be used because of city zoning restrictions that make their use unfeasible. Because of this, most owners find it impossible to develop the property and therefore leave it unattended and unused perpetuating the nuisance of these upon the neighborhoods. On the other hand, the city has found it difficult to address these blighted properties because of the unwillingness of the Council to take action. The previous administration was notorious for advocating a plan for development of these properties but ultimately their lack of foresight and understanding left the status-quo in place. City staff, on the other hand were afraid to propose initiatives to infill development because of the city’s notorious political infighting that usually stifles initiative and rewards mediocrity. In early October, City Representative Cushing, a freshman representative took it upon himself to introduce an initiative, gain support from the sitting Council and direct city staff to develop a feasible plan. Item 27B, to be discussed by Council today is the fruition of this initiative. The initiative not only addresses the concerns of possible detriment to the adjacent neighborhoods but also provides a mechanism by which private developers and landowners are able to develop these properties without undo restrictions placed on them. As the properties are developed and introduced to the neighborhood, the winners become the neighbors, who no longer have to deal with unsightly, vacant lands and the owners who benefit from their investments. Ultimately the greatest benefit to the community is one of an increased tax base. City Representative Cushing has demonstrated what happens when a representative accepts the responsibility of his office and leads by example and not just excuses. Not only do his immediate constituents benefit, but the taxpayer benefits in the future lifting of the tax burden imposed on them. This is government work at its best, quietly, effectively and without grandstanding - just actions to better serve our community. If only the previous administration had spent more time being innovative than trying to manufacture boogey men, this community may well had been on the road to economic prosperity. Fortunately for our community, although we as a community may like to ignore our responsibility as citizens, we have proven that when riled enough, we rise to the challenge and elect representation such as the one exemplified by Cushing. This City Council continues to drive forward in spite of a few dinosaurs still in office and spite of the negativity of those who refuse to admit defeat. Actions speak louder than promises, already Cushing has taken action for the betterment of the community. As this Council continues to adjust to their responsibilities, their actions, for the most part indicate a willingness to be innovative and begin moving this city forward. If this trend continues, we may yet have a vibrant city we can all proudly proclaim to be our home. |
